UAT release: Respect Unattended Assignment setting for UAD 3.6 fee calculation

Respect Unattended Assignment setting for UAD 3.6 fee calculation [APMOD-11704]
We resolved an issue where UAD 3.6 fee calculations did not respect the Unattended Order Assignment restriction when a vendor's published fee exceeded the VMP Client fee. Now, when this restriction is active (the box is unchecked), vendors with
profile fees higher than the order's VMP Client fee will be correctly excluded from assignment eligibility.
