Billing Trigger and Invoicing Fixes for RealEC and SureReceipt Charges

This hot fix corrects billing trigger logic so invoicing also fires on order completion, restores missing RealEC transaction fee invoicing, and fixes absent SureReceipt delivery charges on DataCourier order invoices, with affected invoices being corrected through month-end.
